Tax Incentives & Grants - Italy

Italy offers significant financial support for international filmmakers through its Tax Credit for Foreign Productions, which reimburses up to 40% of eligible expenses incurred in the country. Additionally, regional film commissions provide rebates of up to 60% for productions that utilize local resources, with combined incentives often exceeding 75% of qualifying expenses.

These incentives are available for feature films, TV series, documentaries, and animation projects that pass a cultural eligibility test and engage an Italian production service company. Eligible expenses include labor, location rentals, set construction, and post-production services. Productions can also benefit from co-production treaties and world-class facilities such as Cinecittà Studios in Rome.

Italy’s combination of financial incentives, skilled professionals, and diverse locations positions it as a premier destination for international productions seeking cost efficiency and creative authenticity.

  • Rebate Rate: Up to 40% of eligible production costs incurred in Italy. The tax credit applies to foreign productions, including feature films, TV movies, TV series, animation, and documentaries.

Caps and Limits: Maximum tax credit available per production: €20 million per year per company. Eligible expenditures include labour, location rentals, set construction, and post-production services in Italy.

Eligible Projects: Productions must pass a Cultural Test, which includes:

Content criteria: Projects promoting European or Italian culture, history, or locations.

Production criteria: Use of Italian cast, crew, or facilities. A minimum score of 50 out of 100 is required to qualify. Only expenses made through an Italian production service company are eligible.

How It Works: The tax credit is not a cash rebate but a credit against tax liabilities such as VAT, corporate taxes, regional income taxes, or social contributions. Productions can benefit from the credit even before completing filming, offering cash flow flexibility.

Eligible Costs: Direct production expenses incurred in Italy, including: Payments to Italian or EU-based crew. Location fees and rentals within Italy. Set design and construction costs.

Equipment rental. Post-production services, including VFX and sound design, undertaken in Italy. Certain expenses incurred in other EU countries may also qualify, capped at one-sixth of 75% of the total production budget.

Advantages: Encourages long-term collaborations with Italian talent and companies.

Supports productions across all genres and scales, from arthouse films to big-budget international blockbusters.
